Korea Likely to Permit Dual Citizenship
Staff Reporter
The government plans to permit dual citizenship to Koreans who have acquired another nationality, as well as foreigners who have married a Korean or lived here for five years, a senior Justice Ministry official said.
Korea has scrapped its original plan to offer dual citizenship only to Korean adoptees and foreigners with outstanding talents, said Cha Gyu-geun, head of the ministry's Nationality and Refugee Division.
The ministry has nearly completed the new bill which would overhaul the Naturalization Law, Cha said.
The proposed legislation will be publicly announced in two weeks and will likely be voted on in February at an extraordinary session of the National Assembly, according to Cha.
Both ruling and opposition parties do not deny on the need of passing the revision as it would not only protect the rights of minorities, but also attract talents and woo new voters.
Currently, Korea does not permit multiple nationalities for either its citizens or foreigners.

CRACKDOWN UNTIL DEC.09
The move comes as the number of undocumented foreigners, particularly foreign workers, has been increasing. It is estimated that nearly 184,000 or 15.9 percent of 1.16 million foreign residents have overstayed their visas.
Since September, the Ministry of Labor and the Small and Medium Business Administration have been on a nationwide campaign that encourages undocumented foreigners to leave the country on their own and so far more than 2,500 have left the country.
Those who leave voluntarily have been exempt from fines and allowed to set foot on Korean territory again only one year after their departure, the ministry said.
Meanwhile, tough sanctions are to be imposed on Korean firms employing undocumented foreigners. Many small- and medium-sized companies here have hired foreigners whose residency here is unjustifiable to save labor costs.
Those found to have hired such foreigners will be fined up to 20 million won ($17,000) and prohibited from hiring foreign laborers for the next three years, it said.
"The campaign result was lower than expected," said Sung Rak-seung, an official involved in the upcoming crackdown. "Those who leave the country after the crackdown begins will also receive the same advantage as others who leave voluntarily."
In fact, this is a sort of periodic measure put into practice when the number of illegal foreigners reaches an alarming level.
Such an intense crackdown has been recognized by the authorities as an efficient way to reduce the number, but they have also been under fire from the foreign communities for alleged recklessness and inhumanity.
In the latest crackdowns, scores of undocumented foreign workers were injured while leaping from factory buildings. Some had their legs and even spinal cord broken. Among the injured were pregnant women.
To help remove such side effects, the government in May set out a guideline and a code of conduct that immigrant officers must abide by when apprehending or conducting raids on undocumented foreigners.
The rule mandates that at least one female officer participate in every crackdown, in case of the arrest or body search of women. It also requires every investigating squad to have an official recording of procedures and practices as evidence in any legal dispute that may arise during a crackdown. Officers must submit a detailed investigation plan to their boss before raids.

Macau targets overstaying foreigners
A new immigration regulation penalizes foreigners, including Filipino tourists, who overstay in Macau, Special Administrative Region for more than thirty days after their permit expires with a fine of 200MOP (US$26.00) per day. Illegal immigrants will be deported and prohibited from entering Macau, SAR for a certain period as indicated in the deportation order.
Filipino tourists with the intention to overstay in Macau for purposes of looking for job are advised to use the legal cannel for seeking overseas employment.

Minimum Wage for Next Year, 2010 (s.korea)
Fri. Aug. 28, 2009 20:43
Title Minimum Wage for Next Year, 2010
Date 2009-07-01 Category category Phone 031-345-5116
Attach
Next year’s minimum wage set at 4,110 won, up 2.75%
This year’s increase rate is the lowest since the financial crisis and a huge gap between labor and management forced
it to be decided by votes.
Next year’s minimum wage is set at 4,110 won (monthly 858,900 won based on a 40-hour workweek system), up 2.75% from this year’s rate.
The Minimum Wage Council convened an all-member meeting from 7 pm on June 29 and representatives of unions and employers waged a tug of war between their proposals and early in the morning on June 30, the council members cast a vote on the mediation proposal made by public-interest members.
Next year’s minimum hourly rate, which is up 2.75% from this year’s 4,000 won, is the lowest rise since the financial crisis in 1998 except from September 1998 to August 1999, when the hike rate was only 2.7%. The minimum wage increase rate for this year was 6.1% and given the current inflation rate hovers at around 3%, next year’s real minimum wage is actually slightly cut down.
The minimum wage negotiation this year hit the wall from the beginning due to a stark contrast in proposals between unions and employers as issues such as low-income workers’ right to survive and shortage of wage payment capacity of smaller businesses got entangled amidst an economic crisis.
The original minimum hourly rates proposed by labor and management sides were 5,150 won (28.7% increase) and 3,770 won (5.8% decrease), respectively. The proposals made by labor and management in the last 7th round full-member meeting were 4,800 won and 3,840 won, respectively, showing a little progress.
Unions demanded that as social security is insufficient, minimum wage should be at least half of the average wage of the total workers. In contrast, employers called for a cut-down of minimum wage for the first time since the minimum wage system was introduced in 1988, insisting that since minimum wages have continuously grown and small and micro businesses cannot afford the labor cost as a result of implications of economic recession, employment insecurity, therefore, will be brought about.
Such a wide position gap led the Minimum Wage Council to determine next year’s minimum wage by voting rather than consensus this year, which is different from last year’s case. The agreed minimum wage level will be confirmed and announced by Labor Minister within 90 days.
At the same time, an intensive review on the proposed bill on the revision of the Minimum Wage Act is scheduled during the fall plenary session of the National Assembly, heating up a controversy over improvement of the minimum wage system between labor and management.
According to the revision bill of the government and the ruling party, minimum wage security level will be more lowered than the current one including: ▲ introduction of regionally different minimum wages; ▲ extension of the probation period of probational workers; ▲ reduction of the minimum wage for senior workers aged 60 and over; and ▲ counting the cost of food and accommodation provided by employers in the minimum wage. Until now, food and accommodation fees have not been allowed to be deducted from the minimum wage and employees have been guaranteed full minimum wage.

this is my story.
My girlfriend asked me to buy POLVORON "cookies and cream" but the problem was we are too far from the Goldilock shop why because we are here in South Korea working as OFW,but I said dont worry.
My co-worker at that time was on a vacation in the Philippines for two weeks, so i asked him if he can bring me a box of POLVORON" cookies and cream"when he go back to Korea. So,one day before his trip I called him on his phone and he told me that he can't go to the goldilock shop to buy for me... so i decided to call my sister to buy my girlfriend's request which at that time is in manila for her medical examination for U.S.A.
They met at the airport an hour before my friend's departure.
Then he arrived...
I've got the box full of POLVORON " cookies and cream " with a smile
and immediately gave it to my girlfriend with surprised.
She thanked me and we enjoyed eating the most delicious Philippine made Polvoron.
You're the 1 Goldilocks, because no matter what the distance is... we can still eat and taste your best products.
Thanks.

KEY FACTS ABOUT SWINE FLU
Swine Flu
What is Swine Influenza?
Swine Influenza (swine flu) is a respiratory disease of pigs caused by type A influenza virus that regularly causes outbreaks of influenza in pigs. Swine flu viruses cause high levels of illness and low death rates in pigs. Swine influenza viruses may circulate among swine throughout the year, but most outbreaks occur during the late fall and winter months similar to outbreaks in humans. The classical swine flu virus (an influenza type A H1N1 virus) was first isolated from a pig in 1930.
How many swine flu viruses are there?
Like all influenza viruses, swine flu viruses change constantly. Pigs can be infected by avian influenza and human influenza viruses as well as swine influenza viruses. When influenza viruses from different species infect pigs, the viruses can reassort (i.e. swap genes) and new viruses that are a mix of swine, human and/or avian influenza viruses can emerge. Over the years, different variations of swine flu viruses have emerged. At this time, there are four main influenza type A virus subtypes that have been isolated in pigs: H1N1, H1N2, H3N2, and H3N1. However, most of the recently isolated influenza viruses from pigs have been H1N1 viruses.
Swine Flu in Humans
Can humans catch swine flu?
Swine flu viruses do not normally infect humans. However, sporadic human infections with swine flu have occurred. Most commonly, these cases occur in persons with direct exposure to pigs (e.g. children near pigs at a fair or workers in the swine industry). In addition, there have been documented cases of one person spreading swine flu to others. For example, an outbreak of apparent swine flu infection in pigs in Wisconsin in 1988 resulted in multiple human infections, and, although no community outbreak resulted, there was antibody evidence of virus transmission from the patient to health care workers who had close contact with the patient.
How common is swine flu infection in humans?
In the past, CDC received reports of approximately one human swine influenza virus infection every one to two years in the U.S., but from December 2005 through February 2009, 12 cases of human infection with swine influenza have been reported.
What are the symptoms of swine flu in humans?
The symptoms of swine flu in people are expected to be similar to the symptoms of regular human seasonal influenza and include fever, lethargy, lack of appetite and coughing. Some people with swine flu also have reported runny nose, sore throat, nausea, vomiting and diarrhea.
Can people catch swine flu from eating pork?
No. Swine influenza viruses are not transmitted by food. You can not get swine influenza from eating pork or pork products. Eating properly handled and cooked pork and pork products is safe. Cooking pork to an internal temperature of 160°F kills the swine flu virus as it does other bacteria and viruses.
How does swine flu spread?
Influenza viruses can be directly transmitted from pigs to people and from people to pigs. Human infection with flu viruses from pigs are most likely to occur when people are in close proximity to infected pigs, such as in pig barns and livestock exhibits housing pigs at fairs. Human-to-human transmission of swine flu can also occur. This is thought to occur in the same way as seasonal flu occurs in people, which is mainly person-to-person transmission through coughing or sneezing of people infected with the influenza virus. People may become infected by touching something with flu viruses on it and then touching their mouth or nose.
What do we know about human-to-human spread of swine flu?
In September 1988, a previously healthy 32-year-old pregnant woman was hospitalized for pneumonia and died 8 days later. A swine H1N1 flu virus was detected. Four days before getting sick, the patient visited a county fair swine exhibition where there was widespread influenza-like illness among the swine.
In follow-up studies, 76% of swine exhibitors tested had antibody evidence of swine flu infection but no serious illnesses were detected among this group. Additional studies suggest that one to three health care personnel who had contact with the patient developed mild influenza-like illnesses with antibody evidence of swine flu infection.
How can human infections with swine influenza be diagnosed?
To diagnose swine influenza A infection, a respiratory specimen would generally need to be collected within the first 4 to 5 days of illness (when an infected person is most likely to be shedding virus). However, some persons, especially children, may shed virus for 10 days or longer. Identification as a swine flu influenza A virus requires sending the specimen to CDC for laboratory testing.
What medications are available to treat swine flu infections in humans?
There are four different antiviral drugs that are licensed for use in the US for the treatment of influenza: amantadine, rimantadine, oseltamivir and zanamivir. While most swine influenza viruses have been susceptible to all four drugs, the most recent swine influenza viruses isolated from humans are resistant to amantadine and rimantadine. At this time, CDC recommends the use of oseltamivir or zanamivir for the treatment and/or prevention of infection with swine influenza viruses.
What other examples of swine flu outbreaks are there?
Probably the most well known is an outbreak of swine flu among soldiers in Fort Dix, New Jersey in 1976. The virus caused disease with x-ray evidence of pneumonia in at least 4 soldiers and 1 death; all of these patients had previously been healthy. The virus was transmitted to close contacts in a basic training environment, with limited transmission outside the basic training group. The virus is thought to have circulated for a month and disappeared. The source of the virus, the exact time of its introduction into Fort Dix, and factors limiting its spread and duration are unknown. The Fort Dix outbreak may have been caused by introduction of an animal virus into a stressed human population in close contact in crowded facilities during the winter. The swine influenza A virus collected from a Fort Dix soldier was named A/New Jersey/76 (Hsw1N1).
Is the H1N1 swine flu virus the same as human H1N1 viruses?
No. The H1N1 swine flu viruses are antigenically very different from human H1N1 viruses and, therefore, vaccines for human seasonal flu would not provide protection from H1N1 swine flu viruses.
Swine Flu in Pigs
How does swine flu spread among pigs?
Swine flu viruses are thought to be spread mostly through close contact among pigs and possibly from contaminated objects moving between infected and uninfected pigs. Herds with continuous swine flu infections and herds that are vaccinated against swine flu may have sporadic disease, or may show only mild or no symptoms of infection.
What are signs of swine flu in pigs?
Signs of swine flu in pigs can include sudden onset of fever, depression, coughing (barking), discharge from the nose or eyes, sneezing, breathing difficulties, eye redness or inflammation, and going off feed.
How common is swine flu among pigs?
H1N1 and H3N2 swine flu viruses are endemic among pig populations in the United States and something that the industry deals with routinely. Outbreaks among pigs normally occur in colder weather months (late fall and winter) and sometimes with the introduction of new pigs into susceptible herds. Studies have shown that the swine flu H1N1 is common throughout pig populations worldwide, with 25 percent of animals showing antibody evidence of infection. In the U.S. studies have shown that 30 percent of the pig population has antibody evidence of having had H1N1 infection. More specifically, 51 percent of pigs in the north-central U.S. have been shown to have antibody evidence of infection with swine H1N1. Human infections with swine flu H1N1 viruses are rare. There is currently no way to differentiate antibody produced in response to flu vaccination in pigs from antibody made in response to pig infections with swine H1N1 influenza.
While H1N1 swine viruses have been known to circulate among pig populations since at least 1930, H3N2 influenza viruses did not begin circulating among US pigs until 1998. The H3N2 viruses initially were introduced into the pig population from humans. The current swine flu H3N2 viruses are closely related to human H3N2 viruses.
Is there a vaccine for swine flu?
Vaccines are available to be given to pigs to prevent swine influenza. There is no vaccine to protect humans from swine flu. The seasonal influenza vaccine will likely help provide partial protection against swine H3N2, but not swine H1N1 viruses.

Sinusitis
What are sinuses?
Sinuses are the air chambers in the bone behind your cheeks, eyebrows and jaw. They make mucus, a fluid that cleans bacteria and other particles out of the air you breathe. Tiny hairs called cilia (say: “sill-ee-ah”) sweep mucus out of your sinuses so it can drain out through your nose.
What is sinusitis?
Sinusitis (say: “sine-you-site-iss”) is the name for a condition in which the lining of your sinuses becomes inflamed.
What causes sinusitis?
Anything that causes swelling in your sinuses or keeps the cilia from moving mucus can cause sinusitis. This can occur because of changes in temperature or air pressure. Allergies can cause sinusitis. Using decongestant nasal sprays too much, smoking, swimming or diving can also increase your risk of getting sinusitis. Some people have growths called polyps (say: “pawl-ips”) that block their sinus passages and cause sinusitis. When sinusitis is caused by a bacterial or viral infection, you get a sinus infection. Sinus infections sometimes occur after you’ve had a cold. The cold virus attacks the lining of your sinuses, causing them to swell and become narrow. Your body responds to the virus by producing more mucus, but it gets blocked in your swollen sinuses. This built-up mucus is a good place for bacteria to grow. The bacteria can cause a sinus infection.
What are the symptoms of sinusitis?
The symptoms of sinusitis include:
Pain or pressure in the forehead, cheeks, nose and between the eyes
Headache
Fever
Nasal congestion
Reduced sense of smell and taste
Cough, which may be worse at night
Bad breath (called halitosis)
An ache in the teeth
How is acute sinusitis treated?
Treatment for sinusitis depends on the cause. You can use a saline nasal spray, which will clean our your nasal passages and help clear congestion. Your doctor may recommend a prescription nasal spray that helps treat inflammation. If you have sinus pain or pressure, your doctor may prescribe or recommend a decongestant to help your sinuses drain. Decongestants are generally only recommended for short-term use. Over-the-counter pain relievers such as acetaminophen (one brand: Tylenol) and ibuprofen (some brands: Advil, Motrin) can ease headache and sinus pain. If your case of sinusitis is very severe and your doctor thinks the cause is bacterial, he or she may prescribe an antibiotic. You may take an antibiotic for 10 to 14 days, but you will usually start feeling better a couple of days after you start taking it. It is important to take antibiotics exactly as your doctor tells you and to continue taking it until it is completely gone, even after you’re feeling better. If allergies are causing your sinusitis, your doctor may treat the allergy. Then the sinusitis will usually clear up on its own. See the box below for other things you can do to feel better when you have sinusitis.
Tips on taking care of sinusitis
Get plenty of rest. Lying down can make your sinuses feel more stopped-up, so try lying on the side that lets you breathe the best. You can prop yourself up with a pillow.
Sip hot liquids and drink plenty of fluids.
Apply moist heat by holding a warm, wet towel against your face or breathing in steam through a cloth or towel. This will relieve sinus pressure and help open your sinus passages.
Talk with your doctor before using an over-the-counter cold medicine. Some cold medicines can make your symptoms worse or cause other problems.
Don’t use a nasal spray with a decongestant in it for more than 3 days. If you use it for more than 3 days, the swelling in your sinuses may get worse when you stop using the medicine.
Avoid alcohol, which can worsen swelling in the sinuses.

HOLY WEEK MEANS ( source: wikipedia)
There is some doubt about the genuineness of an ordinance attributed to Constantine, in which abstinence from public business was enforced for the seven days immediately preceding Easter Sunday, and also for the seven which followed it; the Codex Theodosianus, however, is explicit in ordering that all actions at law should cease, and the doors of all courts of law be closed during those fifteen days (1. ii. tit. viii.). Of the particular days of the "great week" the earliest to emerge into special prominence was naturally Good Friday. Next came the Sabbatum Magnum ("Great Sabbath", i.e., Holy Saturday or Easter Eve) with its vigil, which in the early church was associated with an expectation that the second advent would occur on an Easter Sunday.
There are other texts that refer to the traditions of the Early Church, most notably The Pilgrimage of Etheria (also known as The Pilgrimage of Egeria) which details the complete observance of Holy Week in the early church.

YOU should brush your teeth BEFORE you eat!!!
not AFTER.Well, my friends & i looked up the myth about brushing after you eat... especially in the morning right when you wake up:Should you brush your teeth before breakfast or after breakfast? You would think that brushing right after breakfast would be good b/c you're brushing away all the bacteria that you've accumulated in your mouth from the food, but if you think about it, acid accumulates in your mouth after you eat to break down the food particles. And the acid softens your enamel, making it weak. Thus, if you brush right after you eat when your enamel is soft, you'd be brushing against (and tearing away) your soft enamel... which would ultimately weaken your tooth/teeth.However, brushing BEFORE you eat would strengthen your teeth with fluoride so that the after-meal-acid effects won't be as harmful to your enamel and teeth. Thus, you should brush BEFORE you eat! :)

RP execs in Seoul step up drive to help displaced OFWs
02/19/2009 | 08:59 AM
Email this | Email the Editor | Print | ShareThisMANILA, Philippines - Philippine officials in Korea have intensified efforts to assist displaced Filipino workers there, as South Korea braces for the loss of up to 200,000 jobs this year.
The Department of Foreign Affairs (DFA) said the Philippine Embassy in Seoul made preparations to help laid-off workers because of downsizing.
"We have been receiving a number of reports from the Filipino Community about workers losing their jobs because of the current economic crisis. In response to their needs, we launched several programs aimed at ensuring their welfare and minimizing the impact of retrenchment," said Philippine Ambassador to South Korea Luis Cruz, in an article on the DFA website.
Some 46,000 Filipinos live in South Korea, many of whom are employed in small- and medium-scale enterprises.
Cruz said one of the immediate responses taken by the Embassy, through its Philippine Overseas Labor Office, was to invite a team from Manila.
The team specializes in "Reintegration Service" - providing skills training, livelihood orientation to displaced workers, and referrals for employment in other viable companies both in the Philippines and abroad.
Composing the team are Philippine Overseas Employment Agency Director Felixberta Romero, NCRO Labor Attaché Alice Santos, Overseas Workers Welfare Administration Director Eduardo Bellido, and Technical and Educational Skills Development Authority Director Merlita Dalire.
The team will make the rounds in areas with a large concentration of Filipinos to assist those directly affected by the economic crisis.
The team was to conduct one-on-one and group sessions in Seoul, Incheon, Ansan and Busan.
The DFA said the team provided counseling services, certificates for free training and information materials about job opportunities in Canada to 103 OFWs during its first two days in Seoul.
For its part, the Human Resources Development Services of Korea's Ministry of Labor joined the Philippine Team during the Filipino Community Leaders' Forum last Saturday.
It presented the Korean government's Returnees Support Program. HRD Director Kim Hui-sun disclosed that the program will offer skills upgrading classes to OFWs in Seoul and Incheon starting April 2009.
It will also provide referral services to Korean companies based in Manila.
To complement the mission of the Reintegration Team, the Embassy will also launch a special course on financial management beginning February 2009.
The course will run for four consecutive weekends and delve on topics such as bookkeeping, entrepreneurship and feasibility studies. Open to all Filipinos in South Korea, the course is an offshoot of the Embassy's Financial Education Campaign, which has so far benefited more than 500 participants in 13 seminars since the campaign was launched in March 2008.
The Embassy is also in talks with the Central Bank of the Philippines for a possible program on migrant worker-centered financial services this year.
As of February 2009, the Embassy has handled 12 cases of Filipino workers losing their jobs, although several more may have gone unreported.
"Although the number of displaced Filipino workers from Korea is not as big as that from hard-hit Taiwan, it is better to be prepared and pro-active considering the forecast by economists on the Korean economy in 2009," said labor attaché Delmer Cruz. - GMANews

Samsung's first solar-powered full touch phone 'Blue Earth'
BARCELONA, Spain (AVING Special Report on 'MWC 2009') --
The green aspects of this decidedly blue phone include its 5 star energy efficient charger, the use of recycled PCM plastic(from beverage bottles) for the phone's body, and packaging that is made completely from recycled paper. The phone also sports a new eco-friendly UI that allows the user to quickly enter 'eco-mode' to adjust Bluetooth and screen brightness and backlight duration to limit power requirements.
And in what could well be one of the cutest new features on the market, the Blue Earth also sports a pedometer that will not only show how much the user saves the planet in terms of CO2 emissions by walking instead of driving, but it will even translate that figure into the number of trees saved.
So far Samsung has not released any pricing or market availability information for the Blue Earth, but we do expect to give the phone the full hands-on treatment at the upcoming Mobile World Congress 2009 in Barcelona.
